Lets create new publishing site collection...

Step 1: Go to Admin Center of SharePoint URL as follows "https://CompanyName.sharepoint.com/_layouts/15/online/SiteCollections.aspx"

Step 2: Now create new private site collection.

Step 3: Select the template of site collection.

Now our new site collection is ready.
